Board of Professional Licensing

The Northern Mariana Islands Board of Professional Licensing (BPL) was first established by law (PL 1-8, 4-53, 5-43, 11-99, 14-95, and 17-39)in order to safeguard life, health, property and to promote public welfare in the Commonwealth by licensing and regulating the practice of architecture, all branches of engineering, land surveying, landscape architect, and real property appraiser.

The Board’s mission is:

      • to ensure that those entering the practice meet minimum standards of competency by way of education, experience, and examination;
      • require that any person practicing or offering to practice these professions in the CNMI be licensed;
      • enforce the laws, rules and regulations, and standards governing these professions; and
      • providing consumer’s information they need to make informed choices for procuring engineering, architectural, land surveying, and real property appraiser services.

The BPL not only license and regulate each individual practicing architecture, all branches (civil, electrical, structural, mechanical, environmental) engineering, land surveying, landscape architect and appraisers but we also issue Certificate of Authorization (COA) certificates which allows a firm to engage or offer to engage in the practice of architecture, any branch of engineering, land surveying, and landscape architect.
